Agriculture or Agriculture infrastructure is the science and art of cultivating plants and livestock. Agriculture is the key development in the rise of sedentary human civilization, whereby farming of domesticated species created food surpluses that enabled people to live in cities. Agriculture is the primary source of livelihood for about 58 percent of India’s population. As per 2018, agriculture employed more than 50℅ of the Indian work forces and contributed 17–18% to country’s GDP. Gross Value Added (GVA) by agriculture, forestry and fishing was estimated at Rs 19.48 lakh crore. Indian agricultural/horticultural and processed foods are exported to more than 120 countries, primarily to the Japan, Southeast Asia, SAARC countries, the European Union and the United States.
Dairy farming is a class of agriculture for long-term production of milk, which is processed (either on the farm or at a dairy plant, either of which may be called a dairy) for eventual sale of a dairy product. In developed countries, dairy farms typically consist of high producing dairy cows. Other species used in commercial dairy farming include goats, sheep, and camels.
Animal husbandry comes under agriculture concerned with animals that are raised for meat, fiber, milk, eggs, or other products. The other products include producing not only the food needed by the family but also the fuel, fertilizer, clothing, transport and draught power. It includes day-to-day care, selective breeding and the raising of livestock.
Allied activities in agriculture means the activities which are in some way related to agriculture in a direct fashion so that the net agricultural output is affected by it. These activities include: – Agricultural Inputs: Seeds,Fertilizers,Pest Management,Agricultural Implements and Machinery etc.
Finance Minister Nirmala Sitharaman announced the tranche of the Rs. 20 lakh crore economic stimulus package focusing on agriculture, dairy, animal husbandry and allied activities. The center will immediately create a Rs. 1 lakh crore Agri-Infrastructure Fund for farm-gate infrastructure for small and medium farmers, most of whom are marginalized. The Agriculture Infrastructure projects at farm-gate and aggregation points include primary agricultural co-operative societies, farmer producer organizations, agricultural entrepreneurs and start-ups. This is the third phase of announcements by the Union Finance Ministry elaborating on the Center’s Rs. 20 lakh crore economic stimulus package.
The gaps caused in value chains is due to lack of adequate cold chain and post-harvest management in the vicinity of farm-gate. The investment in long-term agriculture infrastructure and short-term crop loans has often not been enough to reduce the gaps. For this, 11 measures are announced, of which 8 are related to strengthening infrastructure, capacities and building better logistics in the country, while the other 3 pertain to governance and administrative reforms.
The finance ministry would hold daily media briefings to put forth Prime Minister Narendra Modi’s vision of a self-reliant India and share more details on the economic package meant to revive the industry as well as the agricultural sector grappling with a 51-day nationwide lockdown. The lockdown has been imposed towards the end of March to contain the spread of the COVID-19 pandemic.
